A Garratt design, the equivalent of two of the largest then existing locomotives, was selected. The 4-8-2 type engines, permanently coupled a considerable distance apart, had the effect of materially reducing bridge loadings and gave smooth riding over undulating profiles,
Designs were then called for from engineers with knowledge of 3'6" gauge motive power. Foremost attention was given to simplicity in construction and maintenance, and above all, the standardization of parts. When modified with suitable brake and draw gear, these engines are suitable for operation over any 3'6" gauge line in Australia. Manufacture of component parts was distributed throughout more than a hundred factories in all the States
Assembly of these locos took place at Newport, Victoria, and in West Australia. Late in 1942, actual erection commenced and by the middle of 1943 the first of a total order for 65 was completed.
